A call for an On-Street car parking review in Newry has been agreed by Councillors at this weeks Enterprise, Regeneration and Tourism meeting of Newry, Mourne and Down District Council. 

At present the majority of On-Street car parking in towns and cities throughout the north is free, with usually a certain time limit allowed. Newry is just one of three areas where charges apply along with Belfast and Lisburn.

A Report put forward by Colum Jackson, Assistant Director, Building Control and Licensing explained that Lisburn City Council had already written to the Minister for Infrastructure looking a review of On-Street car parking in Lisburn because they believed that parking charges had a negative impact upon footfall in the City and they suggested that a different system to control parking time and traffic management is required.

Because of Newry's similarities with Lisburn the report asked for Councillors to agree to write to the Minister for Infrastructure to seek a review of the legislation associated with On-Street car parking in Newry City Centre and to include the Council and Newry BID as key stakeholders in the design of any alternatives.

Councillors voted for the proposals which were proposed by Cllr Michael Savage and seconded by Cllr Valerie Harte.

Excessive enforcement

Newry Business Improvement District has been campaigning and lobbying for several years with other key stakeholders, in relation to ‘over enforcement’ of parking in Newry City Centre. Newry is designated as a ‘Central Parking Zone’ which effectively means there are four full-time Traffic Wardens or ‘Red Coats’ operating in the city centre at any one time.

Eamonn Connolly, Newry BID Manager said, “We believe, for a city the size of Newry that this is excessive enforcement, relative to other locations."

“This has only ever been about fairness. We believe Newry is being unfairly enforced. We have had regular engagement with Department for Infrastructure who are responsible for on-street parking. We have recently been joined by Lisburn city centre in our lobby. Lisburn is also designated as a ‘Central Parking Zone.’ This combined effort has increased the profile of our campaign.”

Eamonn continued, ‘We have been working closely with Newry, Mourne and Down Council on this issue. We are delighted that it has now been brought to the Council’s Enterprise Regeneration and Tourism Committee (ERT) who have endorsed our campaign for Minister Mallon to review Newry’s ‘Central Parking Zone’ status.

“We would like to thank Council officials and the Newry city centre Councillors and the Enterprise Regeneration and Tourism Committee (ERT) in getting us a recommendation to full Council to support a proposed review.

“We hope that the outworking’s of this support will be engagement between BID, the Council, the Department for Infrastructure and local stakeholders on a consultation to seek a new and fairer way forward for parking enforcement in Newry city centre.”
